Building muscle at the same time is possible, but not equally likely for everyone. Beginners, people returning after time off, and people carrying more body fat have more room to recomp. A lean, advanced lifter pushing toward stage condition is playing defense; maintaining muscle is already a win.
The size of the deficit matters. A meta-analysis found that prolonged energy deficits impaired lean-mass gains even when strength continued to improve, with roughly 500 calories per day enough to prevent gains on average. That does not make 500 a magical cliff, but it captures the trade-off: faster scale loss leaves less energy for training and tissue building.
